Alain Besse est le responsable à la Commission Supérieure Technique (CST) du secteur Diffusion et du suivi des normes et recommandations techniques, notamment celles liées à l'implantation du cinéma numérique en France. Arrivé en 1979 à la CST, il a mis en place les procédures de contrôle de salles pour le CNC auprès de qui il est expert pour la Commission des Industries Techniques.
