Kees BIEKART es politólogo, "Senior Lecturer" en Sociología Política en el Instituto de Estudios Sociales (ISS) en La Haya, Países Bajos, donde es también coordinador del Master en Políticas de Desarrollo Alternativo y coeditor de la revista "Development and Change". Es además el coordinador de la Red de Conocimiento sobre Sociedad Civil (proyecto del ISS y del Instituto Humanista para la Cooperación con los Países en Desarrollo). Ha sido coordinador de investigación en el "Transnational Insitute" (TNI) en Amsterdam, profesor invitado en diversas universidades neerlandesas, alemanas y españolas y Presidente de la Asociación Neerlandesa para los Estudios de América Latina y el Caribe (NALACS). Sus principales temas de investigación son la sociedad civil, los movimientos sociales, las ONGs y la cooperación internacional para el desarrollo, especialmente en relación con América Latina, sobre los cuales ha publicado numerosos trabajos (consultar la rúbrica "Bibliographie").

En esta entrevista Kees Biekart analiza el proceso de construcción de la democracia en Centroamérica que comienza en la mayoría de estos países en la década de 1970. Los cambios en la situación política internacional y el desarrollo de las fuerzas de la sociedad civil en las décadas posteriores, examinados por Biekart a través de una periodización de la historia política reciente de la región, han tenido como consecuencia desde su punto de vista, a pesar de la represión, la violencia e incluso el genocidio cometidos en estos países, una evolución en el sentido de una creciente democratización de estas sociedades

Kees BIEKART est politologue, "Senior Lecturer in political sociology" à l’"Institute of Social Studies" (ISS) à La Haye, Pays-Bas, où il est, également, responsable du Master en Politiques de Développement Alternatif. Par ailleurs, il est coéditeur de la Revue "Development and Change" et coordinateur du Réseau de connaissance sur la société civile (programme de l’ISS et de l’Institut humaniste pour la coopération avec les pays en développement). Il a été coordinateur de recherche au "Transnational Institute" (TNI) à Amsterdam, professeur invité dans plusieurs universités aux Pays-Bas, en Allemagne et en Espagne, et Président de l’Association Néerlandaise pour les études de l’Amérique latine et des Caraïbes. Les principaux sujets de ses recherches sont la société civile, les mouvements sociaux et la coopération internationale en Amérique Latine. Dans cet entretien, Kees BIEKART analyse le processus de construction de la démocratie en Amérique Centrale à partir des années 1970. En faisant une périodisation de l’histoire politique récente de la région, dans le cadre des changements dans le contexte politique internationale, il se penche sur le développement des forces sociales qui a eu lieu dans les décennies suivantes, et qui a eu comme conséquence, de son point de vue, malgré la répression, la violence voire le génocide commis dans certains de ces pays, une évolution dans le sens de la démocratisation croissante de ces sociétés.
